Kimberly Rosier Jean-Louis, MBA

Center Director

Kimberly Rosier Jean-Louis, MBA has more than 18 years of experience in business diversity and community relations. Florida governor’s executive office, at Pepsi Co.’s Atlanta headquarters, for Orange County Public Schools in the Orlando area, for the Greater Orlando Aviation Authority (Orlando Airport) and as a consultant for the Florida Department of Transportation. In each position, she worked one-on-one with diverse businesses, providing business development that empowered the entrepreneurs to reach their goals. She has impacted thousands of firms around Florida. Kimberly has been recognized as a Minority Business Advocate and has conducted hundreds of presentations on business development and how to do business with various entities in Florida.
Most recently, as a consultant with CEI, Kimberly served as the Program Director for the Central Florida Expressway Authority. In this role, she was responsible for designing and executing recruiting and training programs for small and diverse businesses. Previously, she managed FDOT’s Construction Management Development Program and provided Disadvantaged Business Enterprise Supportive Services in Districts 1, 2, 3, 5, 7, Turnpike Enterprise and Central Office.


Russell L. Spears

Business Consultant & Disaster Recovery Specialist

Russell L. Spears is a dedicated professional with 25 years of experience spanning technical, operational and project management. He is an expert in cross-functional team building, leadership, communications, change management and organizational development. Russell has provided consulting services to minority and small businesses, in areas including business plans, marketing strategies, certifications and human resources. He is an expert communicator with engaging presentation and public speaking competencies. A decorated disabled Iraq War veteran, he is pursuing a Bachelor of Science in Business Administration at the University of West Florida. Russell has also completed select studies in construction management, estimating, blueprint reading and bonding with Florida Agricultural and Mechanical University.


Evelyn M. Lebron

Business Consultant

Evelyn M. Lebron, has more than 24 years of experience in sales and marketing, including working in key leadership positions for some of the largest media companies in the country. She has helped launch Hispanic-targeted publications including El Sentinel and El Nuevo Día Orlando and is an expert in Hispanic buying trends, reaching Hispanic audiences, media campaigns, sponsorship sales and sales strategy. She has managed and trained sales and marketing staffs, overseen major marketing events, managed large budgets and been responsible for profits and operations. Evelyn has helped minority-owned and small businesses to grow by further positioning them in their markets. She has expertise in media buying – including TV, print, digital and social media and media campaigns. Lebron studied business administration and marketing at the Inter American University of Puerto Rico.


Jasmin Branchcomb

Office Manager

Jasmin Branchcomb is a seasoned administrative professional with more than 13 years of experience. She has extensive capabilities in building customer relationships, providing executive support, and systematically organizing and managing office procedures. The daughter of a Navy veteran, she is able to quickly adapt to working with a diverse group of industries – such as nonprofit, government and small businesses.
Born in Orlando, Branchcomb has resided in the city for more than 10 years, and considers herself an Orlando native. She is currently continuing her education in business administration with a concentration in computer science.
